Eco supports financing of sustainable energy in Eastern Europe
Eco Ltd has been awarded a contract to help a leading international Development Bank to develop sustainable energy project proposals for the Global Environment Facility (GEF) in Eastern European countries. This contact further underlines the high quality expertise, which Eco can bring to the design and development of sustainable energy projects, and the growing reputation we offer in this field.
To date climate change projects developed include Renewable Energy in Ukraine, Energy Efficiency in Public and Residential projects in the Russian Federation, Industrial Energy Efficiency also in the Russian Federation, and Renewables and Energy Efficiency in the Western Balkans. Through a subcontractor, Eco is additionally supporting the bank in the development of International Waters projects in the region. The entire portfolio of projects so far submitted to the GEF has a GEF contribution of over 30 million USD. The GEF CEO has cleared the Ukraine and Russian projects and detailed project development has commenced.
Building on their knowledge of the region, and insights into the design of high quality projects, Eco experts have supported the bank to identify opportunities for GEF co-financing, drafted concept notes, discussed project concepts with bank staff, the GEF Secretariat and other stakeholders, and submitted the proposal.
Projects such as this, which aim to create markets for sustainable energy, need to address a broad range of market barriers, as we have argued in our publication ‘Heating in Transition', including policy, legislative, and regulatory interventions, institutional and management interventions, actions addressing financing, and awareness raising. The complexity of these issues is further illustrated in our in-depth lessons learnt review of UNDP biomass projects in the region available online here.
