Eco Ltd is working as climate expert in a consortium with Canadian company Baastel to help an international Development Bank to develop sustainable energy project proposals for the Global Environment Facility (GEF) in Africa. Our work under this contact highlights our expertise in designing large development projects in the climate change sector, and the expertise we can offer organisations in this field.

The contract has involved initial screening of project opportunities based on the existing portfolio of investment projects under development at the Bank, and then further elaboration of GEF PIF and PPG proposals for selected projects. The determination of appropriate projects for GEF funding, based on our extensive GEF and local country experience, is dependent on:

• Country eligibility under climate; biodiversity; international waters; and land degradation conventions.
• Existing GEF pipeline and proposed projects under development by other implementing and executing agencies on related themes.
• Relevance of Bank projects to the GEF Strategic Priorities under GEF, and the potential cost effectiveness based on incremental cost reasoning.

• Consideration of indicative country allocations under the Resource Allocation Framework (RAF), and scope for GEF funding of the necessary scale.
• Local supportive policies (country drivenness) and openness to GEF approaches.
• Capacity of local stakeholders and institutions to implement GEF activities effectively.
• Sustainability and replicability factors.

Building on our knowledge of the region, and insights into the design of high quality projects, Eco experts have supported the Bank to identify opportunities for GEF co-financing, drafted concept notes, discussed project concepts with bank staff, the GEF Secretariat and other stakeholders, and submitted proposals – to date, two projects have been developed and successfully funded: the CARLA project on Climate Adaptation in Malawi, and a Climate Adaptation project building on the Bank’s investments in Burundi.
